Paul Fitzpatrick

Paul joined the NHS in 1994 as a Project Engineer and held a series of posts primarily working on developing and delivering trusts capital programme and including the successful delivery of many major capital and NHS Procure 21 schemes for Stockport and Manchester Trusts.

Paul became Director of Estates in 2003 at Stockport NHS Foundation Trust. In 2008 the opportunity arose to move to Liverpool as Director of Estates & Facilities at Aintree University Hospital NHS Foundation Trust, the department has a budget of circa £30 million generating £3 million of income and employs approximately 650 staff. The role also involved delegated responsibility for sustainability, health & safety, fire safety and security.

An Executive Director with Board level involvement in all aspects of the organisation, operationally and strategically which includes playing an active part in influencing every aspect of the day to day running of the Trust. During his time at the Trust Paul’s portfolio has changed at various times to include; Clinical Support Services, Business Continuity and Emergency Preparedness, CQC preparation, SIRO, Risk Management and Governance.

With a passion for construction delivery within the NHS Paul has remained hands on in overseeing the delivery of circa £200 million of projects including several major projects as Project Director, most recently the £35 million Urgent Care and Trauma project a key development in delivery of emergency and trauma services to Cheshire and Mersey and currently on behalf of Liverpool Women’s NHSFT £15 million NICU scheme.

Paul has ensured that each of AUH E&F business units have been able to provide efficient and effective services to Aintree University Hospital and also create capacity and headroom to offer services to other organisations across the healthcare system. This has enabled AUH E&F team to provide significant services, management and leadership to: Walton Centre, Liverpool Heart and Chest Hospital and Liverpool Women’s creating a sustainable environment for each trust to continue to operate and benefit from the specialist knowledge of an in house NHS led team.

Initially in 2016 as part of the Liverpool CCG Healthy Liverpool Programme team Paul combines his role as Director of Estates & Facilities at Aintree University Hospital NHS FT with a system wide role for Liverpool CCG and continues to lead the North Mersey Estates and Facilities work stream as part of the wider Cheshire and Mersey STP Estates programme. Paul has worked with all Liverpool Trusts and local authorities’ operational and strategic teams on the estates implications in support of the reconfiguration services across health and social care economy.

Pauls approach is one of a system leader, taking on additional roles and responsibilities for multiple organisations reporting to several NHS boards and Chief Executives while always ensuring the Aintree Hospital has safe and secure and appropriate facilities at all times, with services that are focused on the needs of the patients and staff while supported the development of his team.
